We are looking for a Commercial Manager/Senior Buyer who will provide a professional service on both infrastructure contracts and projects.
The post holder will be responsible for all pre-contract activity associated with project procurement, such as procurement strategy, the evaluation and negotiation of contractors' tenders and the construction of contract documents.
The role also offers the successful candidate the opportunity to develop a best practice approach to procurement with the aim of transferring their expertise and innovation into other market sectors.
The following skills and attributes are considered as essential for the role:
Skills:

RICS qualified or similar

Awareness of safety legislation in the rail industry, railway operations, maintenance, renewals and enhancements

Demonstrable knowledge of the structure and organisation of the rail industry, relevant legislation, EU Directives, regulatory regime, licensing, exemptions, franchising processes and project development processes.

Understanding of developing and writing Contract Strategies for approval by Contract Review Groups or similar

Knowledge of Network Rail Forms of Contract (advantage)
Attributes:
Additionally, the successful candidate will be able to demonstrate a track record of cost reduction through effective supplier management and is likely to have knowledge in management of pre-contract procurement activities for a range of projects, PQQ & ITT preparation and evaluation.
