The Kent Empty Homes Initiative
Some four years ago, following the completion of a Housing Needs Study in Kent, the scale of the empty homes problem became fully apparent. This caused Kent County Council and four of the District Councils in East Kent to set up a pioneering initiative – ‘No Use Empty’ to address the situation. Realising they needed expert help to support the in house teams the County Council appointed CPC to work with them as a ‘delivery partner’. For the past 3 years CPC’s full time consultant, Andrew Lavender, has been placed with the initiative to develop new ideas, promote new ways of working, challenge internal barriers and perceptions and provide training and support for the officer teams.
Such has been the success of the project that it has recently been extended to the whole of the County with the tie–up with CPC also being extended to 2010. CPC held a free seminar to share their experiences of having bought over 500 properties back into use. The seminar offered views from the Empty Homes Agency (who were involved in the original process), the County Council and showcase case studies of what has worked well, (and not so well) to bring properties back into use. CPC appoints new Head of Transport and Infrastructure Division
and pushes ahead with 50% Transport Growth
CPC is expanding its Transport and Infrastructure capabilities to meet the growing demand for its services from transport sector clients across the UK and overseas. It aims to grow its overall headcount by 50% in the coming year.
The new Transport and Infrastructure division will be headed by Martin de Heaver who becomes an Executive Director of the company.
Martin joined CPC in 2005 and headed the Road Pricing and Technology divisions. Martin's international career spans over 18 years in the delivery of major international transportation systems, bringing a wealth of experience from air traffic control (NATS, EUROCONTROL), airports (British Airways), railways (London Underground), and most recently road pricing arenas (TfL). Martin will be based at CPC’s headquarters in the City of London. Martin is a graduate of the London Business School and Vice President of the British Memorial Garden charity in New York.
Commenting on his new role, Martin said: “I am delighted to take on the Executive Director role at CPC in an area which has always been of particular interest to me. We are investing and expanding to meet the ever growing demand for high quality services from the Transport sector which we will be able to meet head on. “Martin continued “CPC has an enviable reputation for the successful delivery of major transport schemes, often representing the client in complex situations where CPC’s independence is especially valuable.”
CPC is holding a Transport Career Forum. Transport professionals are invited to meet the team at CPC’s Head Office in the City of London on Monday 16th June at 18:30.

May 2007: CPC sponsors 'Changing Lives through Employment'
CPC supported the charity Employment Opportunities, holding its first award ceremony and reception on Wednesday 23 May at St James Palace. HRH The Duke of Edinburgh, the charity’s founding patron, presented the hugely well received first employment awards from the national charity.
The Changing Lives through Employment awards recognise the achievements of people with disabilities and long-term medical conditions who have triumphed in their job search and those employers who have helped them achieve their ambitions.
Bringing together over 200 friends and supporters, from individuals with disabilities to large blue chip organisations, partner charities and high profile individuals such as Sir Bert Massie, and government ministers such as the Rt Hon Anne McGuire MP, the reception was an excellent opportunity for the charity to raise awareness of its work.
CPC managing director Steve Mole comments: “It is an honour to be able to support the charity in its valuable work. An abundance of skills and experience tend to be overlooked that would be of immense benefit to employers in all sectors.”

May 2007: Kaleidoscope wins RICS and RIBA in one week
The Lewisham Children and Young People's Centre has won two major industry awards in one week, scooping the prestigious RICS (Royal Institution of Chartered Surveyors) and RIBA (Royal Institute of British Architects). CPC was the overall project management company for the Kaleidoscope building, a specialist centre in Catford for children and young people and their families with special health, education and social needs.
The RICS award is given for the impact of the building on the local community, whilst the RIBA award is given in recognition of projects which are inspirational and brilliantly designed.
Miles Brown, CPC’s Project Manager for the Kaleidoscope building, comments:
“Lewisham Primary Care Trust wanted an overall project management company to ensure the scheme was delivered to budget and on time. The awards are testament to the outstanding contributions made from all parties involved with this important community building.”
Kaleidoscope aims to centralise care for young residents of the borough who have developmental challenges, effectively giving all-around care under one roof. This means that the young person’s well being can be cared for by health and education specialists in one purpose made building, providing integrated care and continuity.
Gill Galliano, acting Chief Executive of Lewisham Primary Care Trust adds: “We are thrilled with the recognition that Kaleidoscope has achieved, and believe that the building will have a significant impact on the quality of care and development we are now able to offer. CPC’s role was crucial in the overall success of the project, and I would like to extend our thanks and appreciation to them for helping us realise this visionary service.”
CPC acquires Professional Partnership Services Group (pps) Plc
I am delighted to announce that as of 1 April 2007, CPC has acquired the business of Professional Partnership Services Group (pps) Plc, a consultancy company working for the UK public sector.
Over the past 18 months, pps and CPC have worked together on several joint projects for local authority clients. The merging of the two companies formalises this previous relationship and will prove beneficial to both our clients and our people.
The combined company will offer a broad range of project management and consultancy services, with a staff of more than 100 employee consultants, operating from an established network of offices in England, Scotland and Wales. The company will have an annual turnover in excess of Ł12M and earnings to support internal development and growth over the next 3-5 years. CPC currently enjoys the benefit of 16 consultancy framework agreements across a range of public sector clients throughout the UK, some of which may be of use to clients of pps in the future.

CPC appoints Kevin Jefferson as Director
Kevin joined CPC as Director for Property and Construction in April 2007 following a four-year spell with Carillion Construction Ltd as Operations Director. This was preceded by ten years in Project Management consultancy, firstly with Hornagold & Hills and latterly with Buro Four. Kevin brings over 35 years experience in consultancy, construction and engineering in rail, air and industrial sectors.
Kevin established and successfully ran his own business from 1984 to 1992 providing project management, procurement advice, quantity surveying, estimating, management consultancy and quality assurance advice to a wide range of clients in construction and property.
