CPC’s Role
CPC was commissioned to prepare a series of five business cases, recommending options for the relocation of four university departments from three existing sites. The focus was upon divesting non-core capital assets to reinvest into improving overall student experience and consolidating the estate to accommodate faculty plans for growth.
Through stakeholder workshops within each of the targeted sites for relocation, CPC identified stakeholder requirements in terms of departmental strategic imperatives and accommodation needs.
The compiled data was quantified and assessed, with the following outputs:
(1) a spatial mapping report, which identified physically possible relocation options and recommended best-fit solutions;
(2) detailed risk-benefit analysis and financial modelling of the preferred options including alternate sources for financing the moves; and
(3) the preparation of a full business case for the University’s Board approval.
The proposed outcome was to rationalise the University’s estate in line with the faculties medium term growth expectations, realise capital gains (through the sale and lease-back of one property via 3rd party external financing) and to harness long term operating cost-savings of these premises via a more efficient usage of existing freehold premises.
