Project Overview
Langside College has historically attracted many overseas students predominantly from the near and Far East. The students lodged with local B&B accommodation, which meant varying standards and rates, with students having to travel to and from the college to attend lectures.In addition, the B&B landlords were never subject to audit and this raised a number of issues with regard to security of tenure, the safety of students and the suitability of the landlord.

The college wished to strengthen its links with the overseas market by providing purpose built on-campus accommodation although faced a major dilemma. They sought the facility but had no funds to build and no technical expertise to deliver their aspiration.

CPC’s Role
CPC developed a covenant formula, whereby the college provided the students and a third party contracted to design, build, finance, manage and maintain the halls in return of a 25 year covenant.

CPC were consequently commissioned to provide Project Management Services (including Planning, Programming, Risk Management and Value Engineering) on behalf of the college for the public/private partnership scheme for the design, build, finance and operation of new on-campus 55 bed halls of residence.

Client Benefits
The college now enjoys purpose-built on-campus accommodation without having to fund the build, staff the residences, manage or maintain the building.
