The Project

CPC has been commissioned to deliver a national project involving the research, testing and development of a multi-dimensional framework to guide the NHS and its social care partners on ways of releasing maximum social and public value from NHS and related investment.

This project, working on behalf of all 10 SHAs in England, involves the research, testing and development of a multi-dimensional framework to guide the NHS and its social care partners on ways of releasing maximum social and public value from NHS and related investment. It will result in the production of a suite of accessible, high quality and inspirational products for use by NHS commissioners and partners in seeking to achieve the release of additional public and social value from investment.

This will:

  • Create a common understanding, via toolkits, methodologies and supporting documentation, of the complex issues involved in defining social and public value, taking into account the opinions of patients and the general public, and
  • Enable commissioners to have a better understanding of how best to respond to these issues and to have more confidence in stimulating a wide and beneficial social impact through commissioning and procurement.

The products of this work will eventually be shared with all NHS trusts in England and with Practice-Based Commissioning Consortia (PBC) commissioners and with partners in local government to:

  • Support World Class Commissioning
  • Support the delivery of benefits for patients as described in the Darzi Report
  • Support the delivery of innovative local services under the Transforming Community Services Programme
  • Support the development of effective preventative strategies through social and community-based interventions addressing the broad, social determinants of health and well being
  • Look to continue the movement from delivering outputs to outcomes
