Project Overview
CPC was commissioned by the Manchester City Council to assist in planning and preparing the submission for Housing Market Renewal Scheme funding. This entailed preparation of zoned master plans to detail the overall scheme and to divide the plan into manageable areas. The masterplan identified properties that were under Council ownership, Registered Social Landlords and Social rented properties in private ownership.
CPC’s Role
Following completion and client approval of the masterplan, CPC was tasked with identifying specific schemes of work to be undertaken by each locality. Workable budget allocations were generated for each neighbourhood area, for improved project management control. The schemes comprised a mix of demolition / new build utilising CPO powers and relocation
provisions; facelift schemes (both housing and retail properties); landscaping upgrades; security improvements; streetscape upgrades; and environmental works.
CPC delivered a fully integrated series of programmes for implementation in the neighbourhood areas included within the HMRF remit, detailing the relationships between the relevant HMRF processes.
Client Benefits
CPC enabled Manchester City Council to secure the funding to assist in the delivery of one of its most ambitious regeneration programmes in recent times. It has also led to the ongoing involvement of CPC in the management of the current HMRF schemes against time and budget constraints and in the development of funding submissions for future waves of HMRF projects.
