Out of school provision for young people -
mapping project

Project Overview
On the basis of the ‘Every Child Matters’ agenda we were invited to map all the out-of-school provision provided by the widest range of statutory services and departments across the authority together with those provided by voluntary and third sector organisations, then to formulate a gap analysis against age groups, minority target groups and ECM outcomes.
CPC’s Role
To develop the widest and most inclusive data base of stakeholders we interviewed key organisations and piloted tailored questionnaires, held surgeries and attended focus groups, staff and manager groups’ sessions and talked directly to young people.
We reviewed the quality assurance arrangements for the Borough wide Summer Activity programmes delivered by 15 or more agencies including sample visits to sessions to observe, evaluate work and talk to staff and young people. We discussed the wider issues with Directors and Elected members.
Client Benefits
The client received a substantial report with clear recommendations for future developments, together with a tested methodology for continuing this aspect of needs assessment and provision planning.
The consultants involved had deep experience of the statutory and Third sectors working together in many parts of the country, both as senior managers and as OfSTED and JAR inspectors.
