Project Overview
The assignment involves project managing the biggest and most complex project the Council has ever undertaken. The transfer involves some 4,300 homes, 75% of which are below the decent homes standard, requiring investment of approaching £300 million over the coming 30 years.
CPC’s Role
Our consultant is project managing a team including other specialist legal and PR consultants and local authority staff actively involved in developing the transfer proposals. These include, establishing the new Registered Social Landlord with exempt charitable status, securing Housing Corporation Registration, consulting tenants on developing the Stage 1 Offer Document, arranging the ballot process, liaison with the Housing Corporation and DCLG and developing a fully funded 30 year business plan.
Client Benefits
The Council has recently secured a place on the Housing Transfer Programme and as the transfer has a negative value a dowry payment of up to £39 million has been secured from DCLG in addition to £19 million debt redemption payment to the Council.
