Joint Strategic Needs Assessment - Medway

Client: Medway Council & Medway Primary Care Trust

Project Overview
CPC assisted in Medway local agencies’ first Joint Strategic Needs Assessment (JSNA). These bodies felt they had strong analytical teams to produce a sound study, but not the focus or guidance to identify key issues and groups with particular need, or to provide the vital intelligence to redesign and commission services. CPC was asked to lead the analysis through the process to provide a document tackling the key issues of the locality, having jointly developed a methodology and conducted a JSNA for Bury MBC as an ‘early implementer’.

A key requirement was to go beyond the standard analyses or directory of all the information that staff have seen before and to develop an interactive tool for managers within Local Authority and PCT.

CPC’s Role
CPC project-managed the process from start to finish, defining the operational teams’ key user requirements, challenging the teams’ standard approach to looking at issues, liaising with analytical areas to deliver intelligence rather than data, and to deliver the report on time to the required standard of quality. Unbiased guidance and analytical clarity were essential in providing an independent view of need and service delivery across multiple agencies.
