Project Overview
The task was to work with the client and a wide range of partners to ‘kick start’ the development of Targeted and Integrated Youth Services following a major upheaval in resources and leadership
CPC’s Role
CPC and OutcomesUK consultants worked with a Project Board chaired by Government Office East Midlands to kick start pilot activity in two of the authority’s planning areas. In order to do this we
• Interviewed staff , leaders, partners and managers
• Scrutinised documents, national guidance and best practice.
• Observed field work and QA systems
• Developed and supported locality strategic and operational working groups, designed and ran seminars, draft models and QA systems.
• Supported the presentation of models at regional conference
Client Benefits
• The DfES intervention Unit was able to provide support to a local authority in an area of vulnerability via a third party.
• GOEM was able to provide support and ensure development at pace during a time when key leaders were not available to the Authority.
• The Authority was able to gain an independent steer on the impact of major cuts and a commissioning strategy
• We worked together with district council and partner agencies to establish new working practices and models for intervention
• We delivered the strategy in time to gain the endorsement of the incoming DCS as a high priority
• We provided a risk assessment and a Quality Assurance framework for the Authority
• The Authority and GOEM were able to provide independent intelligence of progress to the Department’s intervention Unit
