Supported Housing for Children and Young People with Disabilities - Strategic Planning

Client: Reading Borough Council
Duration: 3 months

Project Overview
Reading Borough Council is responsible for meeting the support needs of approximately 150 disabled children and their families. The Directorate for Education and Children’s Services have engaged CPC to address three core questions:

1. Who are the young people we need to support?
2. How do they and their parents and carers assess their likely future needs and moves towards supported independence?
3. How can we best meet those needs locally, sensitively and efficiently?

This will be achieved via:

• Desktop research/analysis of service users and the types of support currently being provided by RBC.
• A combination of interviews with children/young people and focus groups with associated parents/carers to further understand their future support needs (and compare it to their aspirations).
• Mapping out detailed future residential and support needs (with forecasted costs) for each individual child

CPC’s Role
Acting as both project managers and subject-matter advisors, CPC have been engaged to:

  • Develop and deliver proposals for meeting the needs of young people with disabilities wishing to live as independently as possible in Reading
  • Review and develop an appropriate needs assessment tools against which future needs of young people can be planned in supported and adapted local accommodation.
  • Develop a flow chart to map all of the consultation and other processes involved from transitions at 14 and at 17 towards independence; and continuing involvement in education, training and other related needs.
  • Engage with stakeholders to design a marketing strategy for parents and carers, and of course for young people themselves
Client Benefits
Following the completion of the project, RBC will have a detailed understanding of the future support needs of children and young people with disabilities within the Council’s catchment area. This will effectively inform RBC’s strategy for ensuring the necessary level of investment and services will be in place to meet the future needs of client group in question. It is hoped that this will also help reduce the Council’s current dependency on ‘out of area’ care (which is very costly for RBC).
