Project Overview
Our work with the London Borough of Tower Hamlets has focused on the development of “Third Sector” strategies, consistent with emerging Government thinking summarised within the White Paper, “Strong Local Leadership, Quality Public Services”.
We have also undertaken more than 10 other performance related reviews that required reference to external markets and commercial benchmarks.
The objective was to deliver a credible strategy that had the buy-in of all relevant stakeholders.
CPC’s Role
The individual consultants combine a particularly high level of understanding about the needs of diverse communities as well as expertise in the area of data gathering from target markets.
The initial process involved analysing the current situation and capacity, then analysing the capacity present within the culturally diverse and “organically” structured Third Sector.
The second part was identifying ways in which credibility can be built within the sector, where “leaders” and “Influencers” are not always clearly defined.
Finally determining innovative, groundbreaking solutions to service delivery and successfully implementing those solutions.
Client Benefits
We built performance management into this contract through the modular programme of support. This has allowed regular, timely re-definition and programme redesign where appropriate.
The strategy has prioritised the need for Council departments to each implement a Third Sector Pilot.
