Earl's Court Station Works

Project Overview
In 2000 London Underground Limited (LUL) commenced works to upgrade Earl’s Court Station, comprising an extended Ticket Hall, new Station Control Room and Ticket Office; new lifts for the Mobility Impaired with linking bridge and access ramp; reconstructed retail units and restored Grade II Listed façade; new CCTV, Public Address system and Passenger Help Points; and new Power Supplies.

The project encountered many difficulties related to the structural condition of the station and the organisational changes from LUL to Infraco SSL to Metronet SSL, which led to extended durations. After April 2003, the works were completed by Metronet.

CPC’s Role
CPC’s role varied during the project; CPC remained pragmatic in accommodating changing client requirements throughout. Post transfer to Metronet SSL, the status of the project was unclear and works were partially suspended. The CPC Project Manager led the process to establish a joint funding agreement between LUL and Metronet to complete all remaining works.

The works were then remobilised with a focus throughout the project team on delivery to the agreed programme and budget, CPC supplying Cost, Risk and Project Management services through to completion. CPC implemented processes to manage risk to ensure that the Project was completed to the agreed programme and efficiently closed out.

Client Benefits
CPC took the initiative to investigate the contractual status of the project between LUL and Metronet, prepare strategy papers, apportion and agree costs.

This mitigated a Metronet risk exposure of £10m. Constructive and trusting relationships built up with the main contractor, within Metronet and with LUL as ultimate client have enabled works to progress through the many challenges.

The project was delivered with a £1.1 Million saving on the budget in the joint funding agreement between LUL and Metronet, this saving being shared between LUL and Metronet.
