Project Overview
LUL and Sainsbury’s Supermarkets Ltd have recently completed a major development scheme, providing a new bus station, 300 space customer car park, staff car park, dedicated kiss and ride, customer cycle facilities, a new 55,000 sq ft food store and landscaping improvements on land jointly owned by LUL and Sainsbury’s adjacent to Loughton Station. The development was carried out by contractors working for Sainsbury’s Supermarkets who have taken a 125-year lease from LUL. Work started in September 2002 and was completed in just over 6 months.
CPC’s Role
CPC provided project management services to LUL to ensure the works carried out were completed on time and caused minimum disruption to the Underground’s customers.
The cost of the public transport improvements are in the region of Ł1.5m which was paid for by Sainsbury’s in addition to a major capital and rental contribution to LUL for the supermarket land.
Client Benefits
The Transport Improvements will significantly enhance facilities at the station, creating a new public transport interchange along with associated customer car parking to further assist a modal shift in favour of buses and trains. The scheme which involved the use of “brownfield” land (undeveloped) in accordance with Key Central Government planning guidance, represents a major investment in Loughton, with the supermarket making a significant contribution to the vitality and viability of the town centre. Chris Templeman of Sainsbury’s Property Company said “The project had many challenges to overcome and without this internal LUL commitment the project would not have been successful or completed on time”.
