Congestion Charge

Central London Congestion Charging Scheme

Project Overview
The Central London Congestion Charging Scheme (CLoCCS) went live on 17 February 2003. It was the first scheme of its type, and has been widely seen as a success, both in terms of the technology used, and the effect on congestion in central London.

In August 2004, the Mayor of London published a revision to the Transport Strategy, including proposals to extend the congestion charging zone to the west. The Western Extension Zone went live on time in February 2007, and is already delivering substantial benefits.

CPC’s Role
CPC consultants were engaged by TfL to undertake the Technical Design Evaluation phase, and subsequently the implementation phase of the Western Extension. CPC provided expertise in the evaluation, procurement and implementation of the Automatic Number Plate Recognition systems (ANPR) used to enforce the Western Extension.

Client Benefits
TfL prides itself on being an informed client (see http://www.nao.org.uk/publications/nao_reports/06-07/060733-ii.pdf for recommendations from NAO). CPC contribute to this.
TfL has deployed 1000 ANPR cameras in less than 12 months from contract let. This is around 1/3 the time of similar projects.
CPCs contribution to measurement activities means that TfL was informed early on of system characteristics which are important to integration with existing systems.
