Childcare Sufficiency Assessment (CSA)
As you will be aware, the DCSF requires local authorities to complete and publish their second Childcare Sufficiency Assessment by April 2011. CPC can provide support for organisations in the exercising of this statutory duty.
In today’s fast changing economic environment it is becoming ever more important to make sure you have high quality strategic intelligence on your local childcare system and the way in which customers interact with it, in order to ensure that the market is sustainable, efficient and meets the needs of parents.
Whilst many areas have chosen a ‘home grown’ approach to meeting thus duty, there are a number of benefits to using an external organisation, such as ourselves, which may be worth considering:
- Skills – many areas do not have the critical mass to be able to employ staff full time to monitor, understand and manage the local provider market and so occasionally purchase in external support as a more efficient use of resources.
- Speed – external organisations can often do this quicker than in-house teams with already full workloads.
- Best Practice – external organisations can bring effective good practice from other areas, making the process simpler and more effective.
- Capacity – many areas do not have the capacity to undertake this work in general and particularly not around the busy periods of the year.
- A Wider Perspective – CPC uses an approach which takes into consideration other extremely important variables which have an impact on effective market management. For example, work to identify the customer value proposition can identify the difference between what a parent values as opposed to just what they want/need and this can help make the market more efficient
