CPC re-appointed
by the Welsh Assembly Government to help forward
the 16-19 Transformation Programme in Education

Following on from an initial contract delivered during the early part of 2009, CPC has been re-appointed to help drive forward the 16-19 Transformation Programme taking place in the Welsh Education sector. The transformation is being planned and enacted by Learning Partnerships (Local Authorities, FE Colleges, Universities and others) with the support and strategic guidance of the Department for Children, Education, Lifelong Learning and Skills.

This new national contract continues CPC’s support for Five Case Model business cases and could run until March 2011; it encompasses:

• Establishing expert support requirements for completion of business cases

• Advising Learning Partnerships of the requirements to ensure that the business case is Five Case Model compliant

• Confirming to the Assembly Government that the finalised business cases from Learning Partnerships are Five Case Model compliant

• Provide other support to Learning Partnerships as advised DCELLS

• Provide assistance to Learning Partnerships on the content and compilation of business cases

CPC has the requisite professional experience to provide a knowledgeable, effective and empathetic service to ensure business cases are meeting the content and deliverable structure required by the model through the various stages of development; SOC, OBC, FBC. We have also worked directly with Learning Partnerships helping them to complete their business cases, many of which are aimed at overcoming issues arising from deprivation and poor educational attainment.

The business cases themselves have covered a wide range of issues including:

• Major construction projects including new and refurbished schools under the 21 Century Schools initiative and new and refurbished college buildings

• Extensive usage of educational technology

• College mergers

• Area wide collaboration arrangements

• Tertiary arrangements
