The Conclusion of the Pan-Regional Social Value Commissioning Project - the Output

CPC is pleased to be able to present the final Evaluation Report conducted following the conclusion of the Pan-Regional Social Value Commissioning Project. This work has been commissioned on behalf of the 10 Strategic Health Authorities of England and the Department of Health, to determine the role the NHS and its Local Authority partners could and should play in adding Social Value to the communities it serves. The report was launched at the Social Value - Myth or Economic Reality Conference on Tuesday, 8th June 2010 at Aintree Race Course, Liverpool, along with the Toolkit Report, the Toolkit (in Microsoft Excel format) and the Easy Read Guides.

Final Evaluation Report

Final evaluation report conducted following the conclusion of the Pan-Regional Social Value Commissioning Project. This work was commissioned on behalf of the 10 Strategic Health Authorities of England and the Department of Health, to determine the role the NHS and its Local Authority partners could and should play in adding Social Value to the communities it serves.

A Guide to the Social Value Toolkit

This toolkit is the framework within which the social value of the current commissioning and procurement activity can be captured and articulated – this will allow the NHS and partners to show its true’ value across the public sector.

Social Value Toolkit

The Toolkit sets out the steps which commissioners can use to:
• Capture where social value is already being created, and/or
• Assess where social value can be identified and delivered through commissioning activity.
This Toolkit includes a number of steps, with specific tools and guidance for each step, allowing organisations to develop and capture social value alongside their traditional commissioning activity.

This summary guide is intended for leaders of public sector services including commissioners, procurers and providers.

Guide for Providers

This guide is intended for providers of services and goods to the public sector. It is designed to help you to understand what social value is; and how you can work with your local commissioning agencies in delivering it.

Guide for Commissioners

This guide has been developed for commissioners of public sector services to help you understand your role in commissioning for social value.

Guide for Procurement Officers

This Easy Read Guide has been developed for Procurement officers, teams or agencies - to help you understand your role in producing social value.

This guide is intended for commissioners, procurers and providers of public sector services


The use of a social value framework has the potential for not only the NHS to demonstrate its impact across other areas of public sector (eg: environment, employment, etc) but also for other areas of the public, private and third sectors to demonstrate the contribution they make to improving health. Once the system begins to think and behave in this way, it becomes possible for this wider value to be managed and co-ordinated to best effect.
