Introduction
There are now almost no public sector delivery programmes that have not been determined by strategic partnerships, following needs assessment and consultation. Although the role of specialist organisations continues, most programmes are similarly delivered through new or developing partnerships. While presenting as calm swans on the surface there is much anxious paddling by individuals, services and organisations below the waterline.
Whether interpreting the themes and priorities from Regional Development Agencies and Government Office, setting the ambitions of Local Area Agreements or setting the delivery and outcome parameters of Local Strategic Partnerships and neighbourhood delivery teams, the dynamic of partnership work is either a net driver or reluctant inhibitor.
