Why is Social Value useful?
The use of Social Value concepts and tools as part of your commissioning and procurement processes can:
- Demonstrate whole system delivery by partners on a range of joint and shared objectives
- Strengthening partnership working by being able to demonstrate the true impact by partners on each other’s priorities
- Support the commissioning of outcomes rather than the delivery of outputs
- Demonstrate more effective use of resource across a whole system and where allocative efficiencies have been made
- Level the playing field for voluntary, community and faith sector service providers to compete with large private sector monopolies
- Shift private providers’ thinking into the demonstration and delivery of a range of outcomes over and above those defined as part of a service specification
Social Value is at the heart of everything that affects public services at the present time and can be seen as a key mechanism to support a number of key agendas. Below is a representation of how Social Value can support the top three major drives within public services – efficiency, better commissioning and improved partnership/whole system working.
In terms of how that transformation can be brought about, there are a number of tools which can be used in each area, as below:
Social Value can help to bridge the gap between the ‘WHAT’ (Strategic Commissioning) and the ‘HOW’ (Transformation) when it comes to making the requisite savings and changes to the ways in which services are commissioned and delivered locally.
