World Class Provider Services
To meet the needs of their local population in 2009 it is imperative that public sector organisations develop and deliver services that:
• are of high quality,
• achieve national targets,
• meet public expectation, and
• are good value for money.
‘Fit for the Future’ is a key priority. Within PCTs this requires provider services to look closely at their structures, systems and processes and identify how they can meet the demanding agenda ahead.
The entire range of opportunities to enhance the patient pathway must be embraced if provider services are to be competitive and bring about real benefits to patients in the future healthcare market place – strengthening information systems and using the outputs to improve the patient experience; and employing medical technology to deliver healthcare in a variety of settings within the patient’s community.
Having to meet local need demands setting priorities for 2009/10 that allow PCTs to commission services from providers who:
• work in partnership with a range of providers across the health, social care and housing arenas
• engage the public and patients to improve the patient experience
• meet their statutory obligations in relation to, for example, the safeguarding children agenda
Leadership is a key component of high performing provider organisations. The Operating Framework 2009/10 identifies four principles through which we should be aiming to do business:
• Co-production;
• Subsidiarity;
• Clinical Ownership; and
• System Alignment.
Working across the public sector interface with social care, education and housing is crucial to the effective delivery of this agenda.
